Livermore Health Care Cost Measure Seen as Boon or Harm

An initiative that has qualified for the Nov. 6 ballot in Livermore is intended to limit “excess” medical charges, and refund charges that climb above 115% of the actual cost of services.

The backers, a health care workers union, say the initiative would help contain health care costs for patients and insurance companies, and encourage providers to put more money into improving health care staffing and equipment.
